The Department of Posts has issued an important Office Memorandum (No. PP-33/1/2022-PAP-DOP dated 02.04.2026) clarifying various doubts regarding Children Education Allowance (CEA). This includes admissibility for pre-primary classes, Anganwadi, suspension cases, and more.

📌 Key Highlights of CEA Clarification 2026

  • CEA is admissible for three classes before Class 1 (Nursery, LKG, UKG).
  • Applicable from Academic Year 2023-24 onwards.
  • One-time relaxation allows one additional class repetition.
  • Applicable as per NEP 2020 structure.

🎓 Pre-Primary Classes Eligible for CEA

As per DoPT OM dated 14.03.2024 and latest clarification:

  • Nursery
  • LKG (Lower Kindergarten)
  • UKG (Upper Kindergarten)

🔁 One-Time Relaxation Rule

If a child repeats one additional class due to NEP-2020 implementation, reimbursement of CEA is still allowed under one-time relaxation.

📊 Important CEA Rules Explained

1. CEA During Leave / Suspension

  • CEA is admissible even if the Government employee is under suspension or on leave.

2. CEA During Dies-Non

  • No CEA is admissible during any period treated as dies-non.

3. CEA During Retirement / Removal

  • CEA is admissible till the end of the academic year in which the employee retires, is discharged, dismissed, or removed.

4. Anganwadi Children Eligibility

  • CEA admissibility for children studying in Anganwadi is governed by DoPT OM dated 14.08.2024.
